Negotiating for Humanitarian Access Playbook


Aid workers often must negotiate with local populations, governments, and informal and formal authorities to ensure humanitarian access. Restricted access can undermine response efforts and compromise the safety of  the organisation.

This playbook, developed by Mercy Corps, aims to provide critical negotiation skills for various scenarios so aid worker can continue to help the most vulnerable populations.

It is a multimedia, interactive resource that provides guidance on what to say and do in challenging access negotiations when you must reach the most vulnerable households, adhere to humanitarian principles, and ensure staff and local partner safety, as well as operational independence.
