Engaging Armed Actors to Strengthen Civilian Protection: From Law to Action – Promoting Humanitarian and Human Rights Norms in Fragile Conflict Settings
Held in the framework of International Human Rights Day and marking Geneva Call’s 25th anniversary, this high-level event will examine how engagement with armed actors can strengthen the protection of civilians in fragile and conflict-affected settings.
With over 210 million people living in areas under the control of armed groups or de facto authorities, the discussion will focus on fostering compliance with International Humanitarian Law and International Human Rights Law, drawing on field experience and lessons from humanitarian operations. Speakers will explore implications for EU and Member State policymaking, the contribution of the humanitarian–development–peace nexus, and opportunities to reinforce humanitarian norms.
The event will bring together EU institutions, Member States, PSC Ambassadors, humanitarian and human rights organisations, peacebuilding experts and researchers. Geneva Call’s Country Directors from Sudan, Afghanistan, the DRC, Syria and Lebanon will also be present for direct exchanges with frontline practitioners.
