Throughout the year, VOICE produces and disseminates key documents reflecting on humanitarian aid issues at the EU level and from an NGO perspective. They are addressed to decision-makers within the European institutions, at the National level, to NGO networks and other stakeholders of the humanitarian community, as well as to the VOICE members. Some documents are produced by the VOICE Secretariat with the support of VOICE members while others are publications from members and other key stakeholders in the humanitarian sector.

Inclusive Humanitarian Action Policy Brief – April 2025
08 May 2025Members' publicationsThe Inclusive Humanitarian Action Policy Brief published by Handicap International – Humanity & Inclusion in April 2025, highlighting the urgent need to address the challenges faced by persons with disabilities in Sudan amidst the ongoing humanitarian crisis.
Key insights from the brief include:
- Persons with disabilities are disproportionately affected by conflicts and natural disasters, facing heightened risks and barriers to accessing life-saving services.
- The ongoing crisis in Sudan has exacerbated these challenges, with persons with disabilities struggling to access assistance, protection, information, and participate in decision-making processes.
- Inclusive Humanitarian Action (IHA) is essential to ensure meaningful access to humanitarian services, grounded in international frameworks and guided by the IASC guidelines.
The brief also provides actionable recommendations for donors, UN agencies, humanitarian leadership, and actors to mainstream disability inclusion in programming, improve data collection, and ensure accessible services for persons with disabilities.
