VOICE Reacts to the Joint Communication on Humanitarian Aid
The new Joint Communication on Humanitarian Aid is finally out!
At a time of escalating humanitarian needs, attacks on civilians and aid workers, shrinking humanitarian space, and growing pressure on the multilateral system, this Communication comes at a critical moment.
VOICE welcomes the strong reaffirmation of humanitarian principles, International Humanitarian Law, and the European Consensus on Humanitarian Aid, alongside important commitments on:
• humanitarian diplomacy
• protection of humanitarian personnel
• localisation
• flexible and multi-year funding
• continued engagement in fragile and high-risk contexts
At the same time, important concerns remain.
While the Communication reaffirms principled and needs-based humanitarian aid, it also places humanitarian action within broader EU external policy frameworks. Strong safeguards will be essential to ensure humanitarian action remains neutral, impartial, independent and protected in practice.
The Communication also does not sufficiently recognise the central strategic and operational role played by humanitarian NGOs, including national and local NGOs, particularly in hard-to-reach and high-risk contexts.
These are VOICE’s initial reflections. A more detailed analysis will follow in the coming weeks as discussions move to the Council and the European Parliament.
