February 2026: Evidence Base for EU Action on Fragility and HDP Nexus
VOICE has published a new evidence paper consolidating EU and Member State commitments, operational experience and civil society expertise on fragility and the Humanitarian-Development-Peace (HDP) Nexus.
As discussions on how to better engage in fragile and conflict-affected contexts continue, this document recalls that the political and policy foundations already exist. Over the past decade, the EU has developed a strong framework on resilience, fragility, climate risk and integrated approaches — yet implementation gaps remain.
Drawing on VOICE members’ publications and concrete case studies, the paper demonstrates that the priority is not to reinvent concepts, but to ensure coherence across EU instruments, safeguard humanitarian principles and translate political ambition into meaningful impact for people living in fragile settings.
The document will be updated regularly to continue strengthening the evidence base underpinning EU engagement on fragility and the HDP Nexus.
