DG ECHO launches the new EU Humanitarian Partnership certification framework for 2028–2034


DG ECHO has published the new NGO certification framework for the EU Humanitarian Partnership 2028–2034, marking the start of the certification process for organisations wishing to become, or remain, EU humanitarian partners under the next Multiannual Financial Framework (MFF). The new framework has been developed following a consultation process with humanitarian NGO partners.

Further information on the EU Humanitarian Partnership 2028–2034 is available in the News section of the DG ECHO Partners' Website, as well as in the NGO – How to become a partner section, where organisations can access the certification package and supporting guidance.

The publication includes the Call Document, the Terms of Reference for the ex-ante assessment and related guidance documents. A Questions & Answers document has also been published to support organisations throughout the application process.

To support partners in understanding the new framework, DG ECHO will organise an introductory online information and Q&A session on 5 August 2026, followed by additional training sessions in September.
