Emeline Dupuis

Advocacy Officer

Emeline joined VOICE in May 2026 as Advocacy Officer. She is the focal point for contacts with EU Institutions and Member States about localisation and locally-led humanitarian response issues, and will establish and lead the new VOICE Pilot Working Group on Localisation.

Before joining VOICE, she worked for 8 years at the Sexual Rights Initiative (SRI) in Geneva, in various advocacy roles, including for 5 years as Advocacy Advisor for UN Special Procedures. At SRI, she collaborated with coalition partners to advance human rights related to gender and sexuality, with an emphasis on Global South leadership. She led SRI’s advocacy strategy with UN Special Rapporteurs, drafted submissions to UN human rights bodies, and facilitated the coalition’s participation and advocacy with Member States at the UN Human Rights Council.

Her previous experiences include NGOs (Amnesty International Belgium, Minority Rights Group, and the Women’s International League for Peace and Freedom) as well as UN agencies (the Office of the UN High Commissioner for Human Rights, supporting the UN Committee on the Rights of the Child, and the International Labour Organization).

Emeline has a Master’s in International Human Rights Law from the University of Essex and a Bachelor’s in Global Justice from Leiden University.
