VOICE briefing: Diversity, complementarity and local leadership in EU humanitarian action


The humanitarian system is under increasing pressure, with rising needs and shrinking resources driving renewed discussions on efficiency and delivery models.

In this context, there is a growing risk that responses prioritise simplification through concentration, reducing the diversity of partners and approaches. While this may appear administratively efficient, it can undermine access, quality and responsiveness, particularly in complex and fragile settings.

VOICE’s new briefing, “Why diversity, complementarity and local leadership are essential for EU humanitarian action” , highlights why maintaining a diverse ecosystem of actors is key to effective and inclusive humanitarian response.

It underscores that no single actor can address the full range of humanitarian needs. Complementarity between local, national and international actors, guided by the principle “as local as possible, as international as necessary”, is essential to ensure access, quality, and accountability.

At a time when the EU plays a central role as a global humanitarian donor, its policy and funding choices will be critical in shaping a system that remains effective, principled and responsive to people’s needs.
